The Council of Europe Summit that took place in Harpa Concert Hall and Conference Centre in Reykjavík on May 16th and 17th was the largest international event ever held in Iceland.
As many drivers and pedestrians around the greater Reykjavík area could not help but notice, there was a great emphasis on security to ensure that the summit passed smoothly and without incident. Behind the scenes, there wasan enormous amount of preparation and planning, based among other things on risk assessment and emergency responses. ÖRUGG Consulting Engineers took part in emergency response planning for Harpa, including planning potential evacuation due to various hazards. The implementation was based on Harpa’s general response plan, drafted by ÖRUGG, but the specific use of the building for the summitrequired a variety of special solutions.
